But 0* already gives you permanent multicast and it the same amount or more(it can trigger more than once) as bonus multicast by moonveil (I'm not counting dark shenanigans)
Sure, but cd is 13 s, so by the time u have 3* Moon, u have only like 40 multicast. So 3* Moon can give u more.
Everythink has its use, but my judgment on elven items stands out. Maybe after 1000 hours it woud change.
